En Francia, el coste total de los gastos de tratamiento de artículos se ha triplicado entre 2013 y 2020. Es probable que se duplique en la próxima década.
El Ministerio francés de Enseñanza Superior e Investigación y el Comité Francés de Ciencia Abierta han financiado una investigación sobre el coste de las APC a nivel nacional. Ahora tenemos una estimación nacional del coste total de los gastos de procesamiento de artículos, 30 millones de euros al año. El coste se ha triplicado en diez años. El coste probablemente se duplicará de nuevo en la próxima década.

¿Cuánto cuestan los APC a las instituciones de investigación francesas?
El Ministerio francés de Enseñanza Superior e Investigación publica un estudio que cuantifica los costes generados por las tasas de tramitación de artículos para las instituciones de investigación francesas desde 2013 y prevé su evolución de aquí a 2030.
El estudio Retrospectiva y prospectiva de la evolución de los costes de APC y de las suscripciones electrónicas para las instituciones francesas (Retrospective and prospective study of the evolution of APC costs and electronic subscriptions for French institutions) cuantifica los costes generados por el modelo de publicación en acceso abierto basado en el pago por los autores de las tasas de procesamiento de artículos (APC).
El estudio se basa en una metodología innovadora y en un conjunto de datos que incluye más de un millón de artículos publicados por investigadores afiliados a instituciones francesas entre 2013 y 2020. En su parte retrospectiva, establece que los costes totales del APC se han triplicado durante este periodo, alcanzando los 31 millones de euros en 2020. En ese momento, una cuarta parte de los artículos de investigadores afincados en Francia dieron lugar al pago de APC.
En su versión prospectiva, el estudio estima que el coste total de los APC sería de 50 millones de euros en 2030 si se mantiene la tendencia actual y podría alcanzar los 68 millones en un escenario alternativo de aceleración.
Para las instituciones de investigación francesas, los costes generados por la publicación de los trabajos de sus investigadores en revistas con APC se añaden a los costes de las suscripciones electrónicas. Estimado en 87,5 millones de euros en 2020, este gasto podría alcanzar los 97,5 millones de euros en 2030.
El estudio, realizado conjuntamente por Datactivist y Pleiade Management and Consultancy, ha sido supervisado por un comité de dirección compuesto por el Ministerio francés de Enseñanza Superior e Investigación, Couperin (Consorcio Unificado de Organismos de Enseñanza Superior e Investigación para el Acceso a las Publicaciones Digitales) y el Centro Nacional de Investigación Científica (CNRS). Un póster presenta los principales resultados del estudio.
The French Ministry of Higher Education and Research, and the French Open Science Committee, have funded a research about the cost of APC at national level. Now we have a national estimation of the total cost for article processing charges, 30M€ / year. The cost has tripled in ten years. The cost will probably double again in the next decade.

The Retrospective and prospective study of the evolution of APC costs and electronic subscriptions for French institutions quantifies the costs generated by the open access publishing model based on authors paying article processing charges (APC).
The study relies on an innovative methodology and on a dataset including more than one million articles published by researchers affiliated to French institutions between 2013 and 2020. In its retrospective part, it establishes that the total costs of APC have tripled over this period, reaching €31 million in 2020. At that time, a quarter of the articles by French-based researchers gave rise to the payment of APCs.
In its prospective version, the study estimates that the total cost of APCs would be 50 M€ in 2030 if the current trend continues and could reach 68 M€ in an alternative scenario of acceleration.
For French research institutions, the costs generated by the publication of their researchers’ work in journals with APCs comes in addition to the costs of electronic subscriptions. Estimated at 87,5 M€ in 2020, this expenditure could reach 97,5 M€ in 2030.
