El Reino Unido celebra el "importante ahorro" que supone el acuerdo de acceso abierto con Elsevier

Las universidades del Reino Unido han firmado su primer acuerdo de acceso abierto con Elsevier, y se congratulan de los "importantes ahorros" en el gasto del sector con la mayor editorial académica del mundo.
El acuerdo, de tres años de duración, financia la publicación gratuita ilimitada y el acceso a las revistas de suscripción, y se firmó después de que la editorial aceptara reducir el coste de su anterior acuerdo de 50 millones de libras al año.
Siete ofertas anteriores de Elsevier habían sido rechazadas. Los términos del acuerdo no estaban disponibles de inmediato, pero Times Higher Education informó anteriormente de que las instituciones del Reino Unido lograron obtener un descuento ligeramente mayor -alrededor del 10%- que el obtenido por la Universidad de California, que dijo que había conseguido una reducción del 7% en los costes, teniendo en cuenta la inflación, cuando llegó a un acuerdo de acceso abierto el año pasado.
El acuerdo incluye el acceso a opciones de acceso abierto en las familias de revistas Cell Press y Lancet.
Liam Earney, director general de educación superior e investigación de Jisc, que se encargó de las negociaciones en nombre de las universidades británicas, dijo que el acuerdo "cumple todos los requisitos básicos del sector".
"Este es el mayor acuerdo de acceso abierto del mundo con Elsevier y es único tanto por el nivel de ahorro como por el acceso que ofrece, y es un paso importante en la transición hacia una academia abierta plena, equitativa y asequible", dijo.
"El acuerdo proporciona un acceso abierto ilimitado e inmediato a las publicaciones de Elsevier ScienceDirect, así como un ahorro significativo en el gasto total del sector".
El Sr. Earney dijo que el acuerdo significaba que, una vez incluidos los otros acuerdos de acceso abierto del sector, el 80% de la investigación del Reino Unido podría estar disponible libremente sin coste alguno para los autores.
El anterior acuerdo del Reino Unido con Elsevier expiraba a finales de 2021, y las universidades británicas habían planificado "sin acuerdo" para garantizar el acceso continuado a los artículos de las revistas en caso de que la editorial se retirara.
En un comunicado, los organismos representativos de las universidades afirmaron que el acuerdo "cumple los exigentes objetivos fijados por el sector al inicio de las negociaciones".
"El acceso abierto a la investigación nunca ha sido tan importante y pretendemos aprovechar nuestro éxito colectivo en estas negociaciones para impulsar una mayor transparencia y desafiar a otros grandes proveedores para que ofrezcan un mayor valor a las instituciones del Reino Unido", dijeron los organismos representativos.

UK universities have signed their first open access deal with Elsevier, hailing “significant savings” on sector spend with the world’s biggest academic publisher.
The three-year agreement, bankrolling unlimited free-to-read publishing and access to subscription journals, was struck after the publisher agreed to cut the cost of its previous £50 million-a-year agreement.
Seven previous offers from Elsevier had been rebuffed. The terms of the agreed deal were not immediately available but Times Higher Education previously reported that UK institutions managed to obtain a slightly larger discount – about 10 per cent – to that obtained by the University of California, which said it had secured a 7 per cent reduction in costs, allowing for inflation, when it struck an open access deal last year.
The deal includes access to open access options in the Cell Press and Lancet families of journals.
Liam Earney, managing director of higher education and research at Jisc, which handled negotiations on behalf of UK universities, said the agreement “meets all the core requirements of the sector”.
“This is the world’s largest open access agreement with Elsevier and is unique both in the level of savings and the access it delivers and is a major step in the transition towards full, equitable and affordable transition to open scholarship,” he said.
“The agreement provides unlimited and immediate open access to Elsevier ScienceDirect’s publications, as well as significant savings on total sector spend.”
Mr Earney said the deal meant that, once the sector’s other open access agreements were included, 80 per cent of UK research could now be made freely available at no cost to authors.
The UK’s previous deal with Elsevier expired at the end of 2021, and UK universities had undertaken “no deal” planning to ensure continued access to journal articles in the event that the publisher pulled the plug.
In a statement, university representative bodies said that the agreement “meets the challenging objectives set out by the sector at the start of the negotiations”.
“Open access to research has never been more important and we seek to build on our collective success in these negotiations to push for greater transparency and to challenge other major suppliers to deliver greater value to UK institutions,” the representative bodies said.
